Speech of Mr. Fu Ziying at the Meeting for Establishment of Iron Ore Branch of CCCMC

Good Morning!

It's a pleasure for me to have the opportunity to take part in the Meeting for Establishment of Iron Ore Branch of CCCMC. Party Group of MOFCOM is very much concerned about the meeting and entrust me to extend warm congratulations on the occasion, and greetings to all delegates on behalf of the Ministry of Commerce. I would like hereby to take this opportunity to talk about several suggestions for reference:

1, To organize well the imports of bulk commodities is the objective requirement of China's well-off society in an all-round way.

One of important targets of building up a well-off society in an all-round way put forward at 16th NCCPC was to quadruple the GDP. Owing to the lower per capita proportion of resources, it is insufficient to only depend on the domestic resources allocation to reach the target. We should open further and coordinate domestic development with open-up, exploit well domestic and foreign markets and resources. 25-year experiences since the open-up proved that if we do not fully exploit the markets and resources, the target of building up a well-off society in an all-round way would not be realized.

Since the reform and open-up, the foreign dependency rate of some important resources goods in China has been increased, imports of which accounted for a big margin of Chinese consumption. In 2004, China imported 123 million tons crude oil, domestic apparent consumption was 292 million tons and 40% were from imports. Imports of iron ore were 208 million tons, accounting for over 50% of total domestic consumption. In the future, in the process of quadrupling the GDP, on one hand, we should further save energy sources, lower consumption and decrease the growth of consumption of resources goods, and on the other hand, the foreign dependency rate will be improved because of the unavoidable dependency of bulk commodities on imports. Therefore, to do better the coordination and management of bulk commodities was crucial for the a well-off society in an all-round way.

The establishment of Iron Ore Branch of CCCMC today is of much significance. In 2004, China imported 208 million tons iron ore, ranking No.1 worldwide, accounting for one third of total global trade. It is worthy for us to seek for how to effectively play the role of coordination and service of intermediary organizations in the socialist market economy system.

2, To undertake great responsibilities and tough task.

The dependency rate of bulk commodities on the international market was higher, and scale of imports was big, played an important role in domestic economic development and social progress in general. But there were still many problems to be solved.

Imports of iron ore accounted for one third of global trade, and there were issues of careful consideration like how important of China as a leading role at the international market, and how much benefits for China in the process of comparative interests. In international trade, we could not control the market and price, main reasons for which were that we were distorted in system, and market economy was unperfected, key point of the reasons was that we had no effective mechanism of industrial self-discipline and coordination. In western countries, industrial self-discipline was very much important, once being against the industrial rules, enterprises will be washed out in its community. Certainly, the government should release the control measures to the chambers.

Because of the distorted system, bulk commodities of resources have some problems: long position in exports, less capacity in foreign bargaining, blind competition in overseas resources exploitation and counteraction of each other's efforts.

In foreign trade, we faced with problems like industrial credit and discipline. Major historical tasks were:1, to optimize industrial structure and lower consumption of energy sources; 2, to upgrade the benefit and adjust well the price, maintain a good market order. The Iron Ore Branch had great responsibility and tough task and the Government and enterprises laid great hopes on it.

3, To make efforts together to foster the Iron Ore Branch to be an authoritative and powerful intermediary organization.

First, the Government should be good at releasing rights and change the mission, should stress the positive function of the Branch, consciously put forward more requirements and assign tasks. The Branch should be brave to undertake the task.

Second, the Branch should be good at taking over the rights.

Third, the Branch should do a good job as an assistant.

At last, I sincerely hoped that the Iron Ore branch could research gradually under the guide of CCCMC to promote the industrial coordination and service to contribute positively to the steady and sustainable development of iron ore imports in China.
