Distinguished Guests, Ladies and Gentlemen:

I am glade to get together with you in a beautiful coastal city of China-Xiamen. First, I would like, on behalf of the Ministry of Commerce, to extend welcome to delegates attending the Symposium, and thanks for the concern and support of guests here to the work of China in IPR protection for many years.

Since the opening up, Chinese economy achieved a rapid development and made great progress in imports and exports, and utilization of foreign investment. In 2004, total imports and exports of China exceeded US$110 million, ranking No.3 worldwide. Foreign trade of China entered into a new stage. In speed of development, global trade increased by about 6.4 times from 1978 to 2004 with an annual growth rate of 6.6%, but in China, the foreign trade was up by 56 times with an annual growth rate of 16.8%, and the scale of imports and exports in China doubled within 3 years after the entry into WTO. In the utilization of foreign investment, by the end of Dec., 2004, more than 50 foreign investment enterprises were approved for establishment and the actual use reached over US$560 billion, covering areas of manufacture, service, agriculture and infrastructure construction. By now, total 190 countries and regions and over 400 of World's Top 500 TNCs invested in China and 30 TNCs set up their head quarters here, number of foreign investment R&D centers reached more than 600. Hi-tech has been the focus of foreign investment.

Chinese economic development not only brought the prosperity and progress to China but also contributed to the global economic development. In the past 5 years, the average annual growth rate of Chinese economy was 6% higher than that of the world, and obviously drove up the global economic growth. The growth of Chinese economy was providing a new huge market for the world.

The development of Chinese economy also provided a favorable investment environment and offered more opportunities and room for big companies to expand business. Prediction Report of UNCTAD indicated that China would be listed at the top of global spot of transnational investment in the coming several years. The investment environment in China was improved day by day, which guaranteed high return of foreign investors.

Ladies and Gentlemen:

The good development status of Chinese economy was hard to win and benefited from emphasis of Chinese government on IPR and IPR protection. Chinese government took a firm stand on IPR protection, it had an understanding that IPR was an important guarantee of the healthy and sustainable development of Chinese science, technology and economy. The government was taking practical and effective measures to promote IPR protection.

Ladies and Gentlemen:

Under the situation that economic globalization expedited gradually, creation, ownership and application of technology resources became the major factor to push forward the economic and social development. Chinese government thought that to enhance IPR protection could not only protect the IPR obligee but also was the demand for protection of domestic IPR, and was not only the need to further expand the open-up and create favorable investment environment but also the objective requirement to guarantee the all-round, coordinate and sustainable development of the society.

China made an outstanding achievement in IPR protection, and in the process of entering into WTO, the government revised and drafted tremendous laws, regulations and administration rules on IPR, and put forward relative judicial interpretation on IPR issue at the end of 2005. The efforts made by China made the law and regulation system of China meet and even exceed the protection standard stipulated in TRIPS Agreement.

In law enforcement on IPR protection, Chinese government paid high attention and established a special national IPR Protection group led by Vice Premier Wu Yi, as the leader of the Group, to launch sole activity on IPR. Chinese government was earnest to organize a series of activities to enforce relative laws:

Enhance law enforcement on protection of patent, brand, copyright, enhance law enforcement by Customs, the Police and judicial organs on IPR protection.

Ladies and Gentlemen:

The efforts made by Chinese government on IPR protection from the above-said aspects proved completely that the government was earnest and responsible in IPR protection and the achievements were obvious. Which not only indicated the decision and attitude of Chinese government on IPR but also gathered efforts of relative departments of IPR in China.

Certainly, Chinese government never denied the problems existed in IPR, we sincerely welcome the suggestions and comment of countries and enterprises.

Ladies and Gentlemen:

Under the economic globalization, today we faced together with the issue of effective and reasonable IPR protection. In order to effectively do the work, Chinese government attached importance to the communication and cooperation, positively took part in several international organizations such as WTO, WIPO and APEC in IPR fields and enhanced two-way communication and cooperation with them.

APEC did too much in IPR protection and Chinese government actively took part in the work and held successfully 18th APEC Experts Group Meeting on IPR in April 2005 in Beijing.

We felt honorable that the APEC High-Level Symposium on IPR could be held together with the China International Fair for Trade and Investment, and I would like to invite delegates to visit our exhibition on behalf of the Ministry of Commerce at the break during the 2-day meeting. I also hoped that all delegates here could understand more about China’s IPR protection through the Meeting and visit to China.

Vice Premier Wu Yi said at the China-US IPR Roundtable at the beginning of 2005 that the establishment of IPR protection was not a job in one day but closely related with the economic, scientific and technological development of a country. Especially for China, a country with 1.3 billion populations and with lower level of economic, scientific and technological development in the current period, it greatly requested the government, enterprises and consumers to make long-term and unremitting efforts through careful and hard work to fundamentally alter the status of IPR protection. I hoped that governments and enterprises of foreign countries could know more about China’s IPR protection and felt the achievements made by China in IPR cause today, meanwhile, expect ardently the development and protection of IPR in the future.

May we joint our efforts, enhance cooperation and increase understanding to promote IPR protection.
